Condolence: Dear Maria, Sean and family: I was shocked and saddened to hear of Ned's passing. He was a wonderful and gentle man devoted to changing our failed juvenile justice system and saving young lives. Ned was one of the first "national experts" I met in the early 2000s when our foundation began researching and investing in justice reform in CT. He became a mentor and inspiration to me and was always available as a resource and cheerleader. Only a few months ago, he connected me with Massachusetts reformers. I will never forget Ned and wanted you to know that he has had great impact on many of us in philanthropy, in addition to those working in or impacted by public systems. Condolence: I will miss Ned so much. I knew him only in a professional context, but he has been part of my life since the late 1980s. I did several projects with him and saw him at dozens of conferences and meetings over the years. Ned was always kind to me, always interested to hear about the latest developments in my research career, and reliably generous and funny. I'd see him from across the room at some conference hotel and his eyes would twinkle and I knew I was about to have an enjoyable conversation with a lovely and incredibly decent man. You helped me to shape my professional self, Ned. Thanks. I already miss that twinkle in your eyes.

Ned was a very special person in my life. He was a lifelong mentor who led by example and taught me so much. His encyclopedic knowledge of juvenile justice never ceased to amaze me. He was a relentless advocate for young people who couldn't fight for themselves. From Ned, I learned how to be an advocate, and to step up and fight for things that seem unattainable when the cause is just. His passion for doing the right thing was deep and rare, and I admired him greatly. You have my heartfelt condolences.

Condolence From: Mark Steward
Condolence: Ned Loughran has been the leading voice in Juvenile Justice issues for the past several decades. When he served as the head of the juvenile justice system in Massachusetts he invited numerous fellow directors to visit the system in Massachusetts which was at the forefront of reform efforts.

When I became director of Missouri’s juvenile justice system, one of the first things I did was to invite Ned to Missouri to discuss how we could move our system in the right direction. We then followed up with a visit to Massachusetts with our key legislators, judges and state officials. Ned was always available and willing to do all that he could do to help promote good juvenile justice systems.

Ned and I became the best of friends back then in the 1980s and have remained so since that time. Ned was truly my mentor, role model and someone I could count on whenever needed. He will be greatly missed and I believe the country’s juvenile justice system has lost a dear friend, leader and the heart of our programs for the youth in this country.
